Artificial intelligence rushed into classrooms before most schools had a rulebook. Now, a major coalition of researchers and educators is launching a massive effort to build the safety manuals—and the technology—that schools actually need.

The University of Pennsylvania’s Graduate School of Education (Penn GSE) has joined a $26 million national initiative to create a safe, shared infrastructure for AI in K-12 education. According to an announcement from Penn GSE, the university is partnering with the nonprofit Digital Promise to lead this four-year program.
The goal is to move away from "black box" corporate tools and toward "digital public goods." This means the program will fund the creation of open datasets and testing models that anyone can inspect. Instead of relying on secret algorithms owned by tech giants, schools would have access to transparent tools designed specifically for how children learn.

The Bigger Picture
This infrastructure project addresses a critical problem: current AI tools generally do not think like teachers. A recent audit of large language models, published in Springer Nature, found that while models like GPT-4 are good at "behaviorism" (rote memorization and repetitive tasks), they fail at "active learning" and social interaction. When tested, even specialized tools struggled to encourage students to think critically rather than just providing answers.
There are also serious concerns about child development. Researchers have proposed a five-tiered framework for AI use, suggesting that younger children need strict protections against "cognitive offloading"—the habit of letting a machine do the thinking for them. Without these guardrails, early exposure to generative AI could displace essential playtime and social relationships, according to additional research.
Privacy remains another hurdle. While companies like OpenAI have launched FERPA-compliant versions of ChatGPT to meet federal privacy standards, the new grant program aims to go further.
